When a small South Pacific nation stood up to one of the world’s superpowers and refused to back down, it wasn’t just making a foreign policy choice. It was telling the world that a democracy could put its values into law — and live with the consequences. In 1987 C.E., New Zealand’s Fourth Labour Government enacted the Nuclear Free Zone, Disarmament, and Arms Control Act, drawing a legal boundary around the entire country and making its anti-nuclear identity permanent.

Nuclear-powered vessels cannot enter New Zealand’s waters. No nuclear explosive device may be manufactured, acquired, stationed, or tested anywhere within the zone.
The Act also implemented four significant international treaties. The Treaty on the Non-Proliferation of Nuclear Weapons, the Treaty of Rarotonga establishing a South Pacific Nuclear Free Zone, the Biological Weapons Convention, and the Seabed Arms Control Treaty all received domestic legal force through the Act. Blindspots and limits
